property maintenance violation process

All complaints forwarded (phoned in, sent in, e-mailed, etc.) to the Building Department mut be entered on a standard complaint form. Complaint forms must be filled out completely with as much detail as possible. Complaint forms must be given to the the Code Enforcement Officer. The Code Enforcement Officer will keep a file for complaint forms.

When the Code Enforcement Officer identifies a Code Violation, the procedures are as follows:

  1. Code Enforcement Officer will complete a pink door hanger form identifying the address of the property, the violation in detail, the date the violation must be remediated (not to exceed 30 days) and the violation code number or village ordinance number.
  2. Code Enforcement Officer will attempt to verbally notify the occupant and leave the door hanger with them; if unable to verbally notify the occupant, the Code Enforcement Officer will leave the door hanger attached to the entrance door handle.
  3. Code Enforcement Officer will check status of violation on date identified on the door hanger form.
    1. If violation is remediated, Code Enforcement Officer will make a note of it, and keep a copy of the door hnager violation in a file for future reference.
    2. If the violation still exists, the Code Enforcement officer will send a letter to the occupant or owner of the property requesting the violation be remediated by a specified date not to exceed 30 days. (Letter will state if violation is not remediated a citation will be issued.)
    3. Code Enforcement Officer will check status of violation on the identified date on the violation letter. If violation still exists, a ciation will be issued and the Code Enforcement Officer will follow the procedure of a citation as stated in the Illinois State Statutes as it pertains to local municipality and instituting code hearing proceedings.
